This item is new and has never been used, but it has been stored for some time. Please note that the rope has some dirt on it, but it has never been used!

(Inflatable Boat Anchor - How to Use) When using, the appropriate rope length for the anchor is three times the water depth. Tilt the anchor towards the ground at an angle of 0 to 60 degrees, and the anchor will firmly grip the ground. If the anchor is vertical in the water, it will not grip the ground firmly.
