This is a vocal effects pedal from TC HELICON.
It's a stompbox that combines a doubling delay and reverb, pitch correction, and a microphone preamp.
I bought it new and used it a few times live, and then mainly for home recording.
The doubling effect was quite effective and sounded good for home recording, but I'm selling it to clear out my gear as I've bought another effects pedal.
